Solid Waste Management Plan

The Cuyahoga County Solid Waste Management Plan is a document prepared by the Cuyahoga County Solid Waste District every five years to comply with Ohio law. The State requires the fifty-two solid waste districts in Ohio to develop long range plans to increase recycling and reduce reliance on landfills. Cuyahoga County’s Solid Waste Plan does four main things:

1.    The Plan documents how much waste is produced and recycled in Cuyahoga County -- where it comes from and where it goes.

2.    The Plan describes how the Solid Waste District will achieve Ohio’s recycling mandates, which includes recycling 25% of our residential and commercial waste and 66% of our industrial waste. Currently, Cuyahoga County exceeds Ohio’s recycling goals by recycling approximately 30% of our residential and commercial waste and 75% of our industrial waste.

3.    The Plan details where and how the remaining waste will be disposed for the next fifteen years. Providing long term disposal capacity helps ensure Ohio does not have a “garbage crisis’ that occurred in other states that ran out of landfill space.

4.    The Plan shows how the Solid Waste District will fund plan implementation.

Cuyahoga County’s solid waste plan was first prepared and ratified by local governments in 1994. It was updated in 2000, 2006 and again in 2012. The plans are implemented by the Cuyahoga County Solid Waste District staff. Over the years the District has developed programs to serve local governments, residents, and businesses. These popular programs include our Round-Up events to collect “problem materials” like tires, phone books, computers and household hazardous waste, and environmental education programs geared to all ages.
